The Philippines loses 12,487 lives to road crashes annually — 34 per day. IRSC-NRSA Philippines exists to change that trajectory. The first 90 days are not about perfection — they are about establishing the legal, operational, and reputational foundations that everything else will be built on. Speed matters: every week of delay is another week without a nationally organized civil society voice on road safety.
Each milestone is a formal go/no-go decision point. If any Critical milestone is not achieved by the target date, the Executive Director must convene an emergency review with the Board's Executive Committee within 48 hours to agree on a corrective plan before proceeding.

IRSC-NRSA Philippines will consider the 90-day launch period a success if: (1) all Critical milestones are achieved on time; (2) the founding team of 5 is contracted and operational; (3) Motorsiklo Ligtas has delivered its first training reaching at least 500 riders; (4) at least one government MOU is signed or in final negotiation; and (5) a minimum of ₱3M in confirmed or highly probable funding is secured for Year 1.
